There will always be bigger issues, the world is imperfect. This doesn’t mean any other smaller issue is somehow not valid or disqualified. Multiple issues exist and can be addressed at the same time.
She’s 4’10½"… She’s very small. Little is an adjective used to describe someone who is small. And it’s contextual here because you don’t really need to drag someone so little (…) off by their hair. You can just pretty much pick her up.
To be fair that’s still really young
She may be a young adult, but she’s still an adult.

I’m 29 and I still feel like a child on a good day.
