Only if they aren’t we can start to compare those 2 actions. In case of Iranian massacres, it’s systematic thing. The murders came from the top, not the bottom as it was for those few ICE incidents. In fact ICE kill/agent ratio is around the same as for other parts of the US’es law enforcement.
