Sounds fake. They must have had orders to not actually shoot him, stage a small gunfight and then just arrest him. The guy probably got a good paycheck for his upcoming prison time.
The DC, capitol, and federal police are generally better trained, and they’re unlikely to start shooting at a sprinting target when there’s a bunch of bystanders beyond him. All it takes is one guy to clothesline him.
