The one President who was almost convicted (Nixon) left when it became clear that public opinion of him was going to force the Senate’s hand to convict him. It’s all political, but it’s the only legal mechanism that exists.
Like the 60+ separate votes/bills to remove the ACA when Republicans didn’t have the support and here we are a few years later with them running the entire government.
