It came after the president told Congress that the war in Iran had already ended, despite his earlier issuing a fresh threat to Tehran.

The faction that thought nukes would be stabilizing for the region (and time is showing that they were correct) wanted to be able to have nukes very quickly should the Ayatollah change his mind.

The Iranian government basically murdered or tortured into submission any other political factions. The only ‘factions’ you see are subsets of the shia extremist faction.
