    It’s not collateral damage, they’ve always paid SNAP in previous shutdowns. This is his choice and against judge’s orders.

    Keep in mind, I’m not talking about matters of law. I agree with you about SNAP being paid during shutdowns (including trump’s 2016 shutdown). I was just speaking about the narrative trump has around it. Prior to this the GOP position has been “we’d love to pay SNAP if it wasn’t for those nasty Democrats”. Now trump is saying that SNAP itself is a problem, which is new.
