There’s no guessing, it’s patently obvious.
I honestly don’t know what the power dynamics exactly are in this admin. It could be he’s just bragging, threatening, posturing. Maybe he just wrote them and thinks it’s a done deal when he puts them in front of Donny. Maybe Trump gives his willing executioners a lot of power, a lot of leeway. Or at least let’s them think so.
But yeah, it is clear that Trump does not have ALL the power.
