Perhaps it just dawned on them that if they trigger a civil war they won’t have total support of anyone particular group let alone in DC. It probably would only take a rouge fighter pilot or two to nock out air force one assuming that command has collapsed. Not that I think they’ll stop trying to start shit.
It means they may have better access to improve rhe bunker.
It also means they could expect to need it after the renovations are complete. Could be part of why things seem so rushed.
